The most convenient access point to Oslob Cebu is via Cebu City or Dumaguete, Negros Oriental. If you are coming from other countries, you can fly directly to Cebu International Airport or NAIA, Manila and take another plane to Cebu or Dumaguete City.
1. From Cebu City
If you are coming from Cebu City, you can take a bus to Oslob at Cebu South Bus Terminal. The terminal is beside Elizabeth Mall or E Mall.
2.From Dumaguete City
From Dumaguete airport, take a jeepney or hire a tricycle to take you to Sibulan Port. I guess there are two ports servicing Negros oriental and Oslob Cebu. From this port, you can take a ferry to bring you to the other Island (Cebu). Then take a Ceres to drop you to Oslob.
