One of the fascinating festivals in Negros Occidental, Pintaflores is a yearly cultural festival that culminates on November 5 in a very colorful street dancing competition among floral-painted dancer in a colorful and floral-inspired costume. And comes November, thousands of visitors will flock again to visit and witness this festivity.
From Bacolod City, San Carlos City can be reached in approximately by bus in two hours through the Negros Trans link Eco-tourism Highway and four hours through the coastal highway. From Toledo, Cebu the city can reach via with fast crafts in an hour. Ro-ro vessels are also available to accommodate vehicles to and from Toledo City.

I stayed at JM Business Inn for two days while visiting my niece. The room is vey plentiful for a one person. The personnel are very friendly and courteous. I would recommend this for a tourist.
